This should be translateable
uses only:
levels and hue/saturation
Go from

Starting with your base image resize and sharpen you image
Layers>>new adjustment layer>>levels
RGB

OUTPUT 15 239
Layers>> new adjustment layer>> hue/saturation
saturation +21
Merge visible layers
you should get something like this
if you want to have the black background just create a new layer, fill it with #000000
then resize your image of ron and hermione and place it in the middle, and drag it to the top.
